National Project for Cattle And Buffalo Breeding Uttarakhand

The centrally sponsored, National Project for Cattle & Buffalo Breeding (NPCBB) was conceived by the Government of India in the 9th five year plan and was extended into the 10th five year plan. Post creation of Uttarakhand a project proposal was submitted to the Central Government as per NPCBB guidelines and an approval of Rs. 6.08 crores was accorded by the GOI for a three year period.

In the first year of the project an amount of Rs. 248.00 lakhs was released in the year 2001-02; Rs. 275.00 lakhs in the year 2003-04 and Rs. 84.80 lakhs in the year 2004-05 towards project implementation in the state of Uttarakhand.

The project activities are being carried out under the umbrella of the State Implementing Agency (SIA) which has been constituted as Uttarakhand Livestock Development Board (ULDB) and registered under the Societies Registration Act-1860(No. 343,2001/2002,Dated 27/06/01).


The "National Project for Cattle and Buffalo Breeding" has sought to realize the following objectives in Uttarakhand :- To arrange delivery of improved AI services at the farmers doorstep. To progressively bring all breedable females under organized breeding through AI or Natural services by high quality bulls within a fixed time frame.


To achieve the above objectives a three pronged strategy is proposed, Phase wise conversion of existing static AI centers to mobile centers for delivery of AI services at the farmers doorstep and extension of A.I services to areas not covered uptill now; strengthening of Sperm Station and Semen banks; arranging uninterrupted and regular LN2 supply; production of quality frozen Semen and recovering full cost of the activities from the user, thereby enabling the emergence of a viable, self supporting system.

National Program for Bovine Breeding (NPBB):

The centrally sponsored scheme, National Program for Bovine Breeding (NPBB) is conceived by the Government of India in the 12th five year plan. A project proposal was submitted to the Department of Animal Husbandry, Dairying and Fisheries, Ministry of Agriculture, Government as per NPBB guidelines and an approval of `2162.80 lakh was accorded by the Government of India for five year period.

The project activities are being carried out under the umbrella of the State Implementing Agency (SIA) which has been constituted as Uttarakhand Livestock Development Board (ULDB) and registered under the Societies Registration Act-1860 (No. 343,2001/2002,Dated 27/06/01).

Project Objective:

The " National Program for Bovine Breeding " has sought to realize the following objectives :-

  to   arrange   quality  Artificial    Insemination'  services   at  farmers' doorstep,

  to  bring  all breedable females  under  organized  breeding  through Artificial  Insemination   or natural service  using   germplasm of high genetic merits,

  to  conserve, develop  and  proliferate  selected  indigenous  bovine breeds of high socio-economic importance;

  to  provide   quality  breeding  inputs in breeding  tracts  of important indigenous  breeds so a to prevent the breeds from  deterioration and extinction;

Project Strategy:

National Dairy Plan I

Implementation of Projects sanctioned under National Dairy Plan I:

            National Dairy Development Board, Anand has sanctioned 03 sub project plans under Government of India sponsored Central Sector Scheme National Dairy Plan I for State of Uttarakhand, the ULDB is State Implementing Agency for implementation of sub project plans. The brief of the sub project plans are as follows:

1.   Production of High Genetic Merit Crossbred HF bulls through Progeny Testing Sub Project Plan:

The duration of the project is 5 years from Year 2013-14 to 2017-18. The objective of the project is progeny testing of HF crossbred bulls and production of 81 Progeny Tested High Genetic Crossbred HF Bulls for semen production program of the State and the Country.

            The project is implemented in 440 villages of Dehardun, Haridwar, Nainital and Udham Singh Nagar districts 80 Artificial Insemination Centers. A total of 95 HF crossbred bulls will be progeny tested. The budget sanctioned for the project is as follows:

2.      Strengthening of Deep Frozen Semen Production Centre, Shyampur Sub Project Plan:

Total financial outlay sanctioned for implementation of project from year 2013-14 to 2016-17 is `710.76 Lakh. The duration of the project is 4 years from Year 2013-14 to 2016-17. The objective of the project is production of disease free frozen semen straws from high genetic merit bulls and capacity enhancement of Deep Frozen Semen Production Center, Shyampur, Rishikesh to 30.20 lakh frozen semen straws per annum by the year 2016-17.

3.      Production of HF and Jersey bull calves from imported embryos under NDP I:

Total financial outlay sanctioned for implementation of the project from year 2014-15 to 2017-18 is `401.64 Lakh. The project envisages transfer of 210 imported embryos of Holstein Frisian and 210 imported embryos of Jersey at Animal Breeding Farm, Kalsi, Dehradun and availability of 56 Holstein Frisian and Jersey bulls for distribution to semen station by the year 2017-18.
