The centrally sponsored, National Project for Cattle & Buffalo Breeding (NPCBB) was conceived by the Government of India in the 9th five year plan and was extended into the 10th five year plan. Post creation of Uttarakhand a project proposal was submitted to the Central Government as per NPCBB guidelines and an approval of Rs. 6.08 crores was accorded by the GOI for a three year period.

In the first year of the project an amount of Rs. 248.00 lakhs was released in the year 2001-02; Rs. 275.00 lakhs in the year 2003-04 and Rs. 84.80 lakhs in the year 2004-05 towards project implementation in the state of Uttarakhand.

The project activities are being carried out under the umbrella of the State Implementing Agency (SIA) which has been constituted as Uttarakhand Livestock Development Board (ULDB) and registered under the Societies Registration Act-1860(No. 343,2001/2002,Dated 27/06/01).


The "National Project for Cattle and Buffalo Breeding" has sought to realize the following objectives in Uttarakhand :- To arrange delivery of improved AI services at the farmers doorstep. To progressively bring all breedable females under organized breeding through AI or Natural services by high quality bulls within a fixed time frame.


To achieve the above objectives a three pronged strategy is proposed, Phase wise conversion of existing static AI centers to mobile centers for delivery of AI services at the farmers doorstep and extension of A.I services to areas not covered uptill now; strengthening of Sperm Station and Semen banks; arranging uninterrupted and regular LN2 supply; production of quality frozen Semen and recovering full cost of the activities from the user, thereby enabling the emergence of a viable, self supporting system.
